• LED lighting for Dongguan main roads before end of 2012

  • The "Work Plan on the Application and Extension of LED Lighting Products in Dongguan City" was accepted on 21st June by the 13th Executive Meeting of the Municipal Government of Dongguan. During the meeting Yuan Baocheng, Mayor of Dongguan, said "Relevant departments should attach great importance to the application and extension of LED lighting products, which not only conserve energy and reduce pollution, but also give impetus to the development of the LED lighting industry and give rise to new competitive strategic industries and new sources of economic growth."

    According to the outline, Dongguan will begin with the application and extension of LED lighting products in newly funded public lighting areas such as roads, public spaces, government areas, as well as state-owned enterprises and institutions. All newly built projects in these areas will adopt LED street lights, yard lights or landscape lights. Upgrades of existing non-LED lighting will be completed by the end of 2013.

    In particular, Dongguan will sign contracts with energy management companies and supervisors (determined by public bidding) to replace and install over 30,000 LED street lights in road illumination within the year. The overall goal is to attain 100% LED lighting along main roads and 70% LED lighting in indoor public areas. The city also aims to achieve 100% LED lighting of arterial roads and minor roads in residential areas, as well as over 90% usage of LED lighting for landscape illumination and indoor public lighting by the end of 2013.

    According to the Plan, the implementation of the project will stimulate rapid and sound development of the LED industry in Dongguan. It is expected that the annual output value of this LED industry, in the city, will amount to over 50 billion RMB by 2015, the end of the 12th Five Year Plan period. 

    In order to promote the extensive application of LED lighting products, the Plan also specifically puts forward a subsidy program. Towns and districts that organize LED lighting demonstration projects and purchase provincial-standard products will receive a 10% subsidy from the municipal government. For non-governmental departments and enterprises joining the project, a 30% subsidy will be granted to them. For the total lighting expenditure in a single project under 10 million RMB, the financial subsidy will be limited to 3 million RMB. For the total lighting expenditure in a single project between 10 million RMB and 50 million RMB, the financial subsidy will be limited to 6 million RMB. For those over 50 million RMB, the financial subsidy will be limited to 10 million RMB.
